About the Citizens' Bond Oversight Committee

The Measure E Citizens’ Bond Oversight Committee (CBOC) is enacted by a California law requiring oversight of public school bonds. The CBOC is charged with reviewing the spending of Bond funds and report their findings to the general public. Committee members who represent a variety of interests are appointed by the Board of Education to two-year terms. Meetings are open to the general public. Meeting agendas and minutes are posted on this website. The CBOC is required to follow the Brown Act.

Measure E Details

On June 3, 2014, voters in the Los Gatos-Saratoga Union High School District demonstrated their support for our students and our schools by passing Measure E, a $99 million school facilities bond designed to upgrade local schools with funding that cannot be taken by the State.

Measure E stated explicitly that it would be passed “with citizen oversight, annual independent audits,” and “no funds for administrator salaries.” The committee has been charged with reviewing expenditure reports and ensuring Measure E funds are spent for the following purposes, stipulated by the Measure:

  • Make essential safety repairs to classrooms, labs and other school facilities;
  • Keep schools safe, clean and well-maintained;
  • Fix or replace leaky and aging roofs;
  • Update classrooms, science labs and educational technology for 21st century learning;
  • Prevent classroom overcrowding by adding classrooms to accommodate growing student enrollment;
  • Upgrade campus security and fire safety systems, and improve school access areas for students and teachers with disabilities.

Fiscal Accountability: In accordance with Education Code Section 15272, the Board of Trustees appoints a Citizens’ Oversight Committee and conducts annual independent audits to assure that funds are spent only on District projects and for no other purpose. The committee must include, among others, representation of a bona fide taxpayers’ association, a business organization and a senior citizens organization. No District employees or vendors are allowed to serve on the committee.

No proceeds of the bonds may be used for teacher or administrator salaries or other operating expenses. All funds are subject to local control and cannot be taken by the State.

The Board of Trustees of the Los Gatos-Saratoga Union High School District is seeking qualified, interested individuals to serve on a committee of community leaders that will serve as the Independent Citizens’ Bond Oversight Committee (“CBOC”) for the implementation of the District’s Measure E school facilities bond program. This committee plays a vital role in ensuring transparency and accountability in the expenditure of bond funds, directly impacting the improvement of our school facilities.

If you’re interested in serving on this important committee for a two-year term, please complete the Application. The committee typically meets two to three times a year, and meetings are scheduled from 3:30 to 5:00 p.m. on a weekday.
